The decision of the Video Appeals Committee of the British Board of Film Classification to grant an R18 certificate to a pornographic film did not contain an error of law, nor was it Wednesbury unreasonable. The conclusion, that the risk of children viewing a video and being harmed by it was insignificant, was one that a reasonable decision-maker could have made.
